U.S. lawmakers and top cryptocurrency executives met this week to discuss the future of digital asset regulation and the possibility of creating a national Bitcoin reserve. The talks, held Tuesday and Wednesday, brought together members of Congress, including Rep. Nick Begich, Sen. Bernie Moreno, House Speaker Mike Johnson, Rep. French Hill, Majority Whip Tom Emmer, and Sen. Cynthia Lummis.
Crypto leaders at the table included Michael Saylor, executive chairman of MicroStrategy, and Coinbase CEO Brian Armstrong. The roundtables were organised by the Digital Chamber along with its affiliates, the Digital Power Network and the Bitcoin Treasury Council. Discussions centred on the potential design of a U.S. Bitcoin reserve, its strategic benefits, and legislative measures that could support it.
One of the main topics was the BITCOIN Act, which seeks to establish a strategic Bitcoin reserve for the United States. According to Hailey Miller, director of government affairs at the Digital Power Network, both lawmakers and executives expressed consensus that such legislation could strengthen America’s long-term financial standing. The proposal may eventually be folded into larger policy packages under consideration.
Separately, Republican lawmakers met with industry representatives to review pending market structure bills. The House passed its version of the legislation in July, while the Senate is working on its counterpart, the Responsible Financial Innovation Act. Built on the earlier CLARITY Act, the bill aims to define the roles of federal agencies in overseeing and enforcing crypto regulations.
If passed, the BITCOIN Act could codify a prior executive order from former President Donald Trump, authorising the government to hold up to one million Bitcoin as a strategic reserve. Alongside this, the market structure bill represents another step in Congress’s growing attention to digital asset regulation as lawmakers returned from their September recess.
